RATIONALE
The DOST VII and DOST XI Food Safety Teams were organized to support the food processing projects in Central Visayas and Southern Mindanao under the Small Enterprises Technology Upgrading Program (SET-UP), an umbrella program which rationalizes and links all DOST services to address the technological needs of small and medium enterprises with the concerted efforts of DOST regional offices, Research and Development Institutes, Councils and other Institutes of the Department. With the advent of globalization and stricter regulations on the trade of foods, the conduct of intensive food safety trainings for staff and personnel of food establishments has become more important. The Food Safety Teams of DOST VII and XI are expected to play an important role in imparting and disseminating information on food safety regulations and requirements to food handlers for the continuing improvement and production of safe, healthy and unadulterated foods for both local and export markets. 
 
VISION
The DOST XI Food Safety Team is a credible, competent and relentless champion of food safety leading food processing and food service enterprises and the general public towards greater awareness and vigilance on food safety. 

MISSION
The DOST XI Food Safety Team will spearhead the development of a food safety culture through technical trainings, consultancy, and other services, in aid of industrial development and to foster public safety and health. 
  

PROGRAMS AND PROJECTS

1. Continuing Training Program(TCP) for the  Food Safety Team

DOST XI shall develop and implement a training program to continuously enhance the expertise of the Food Safety Team to include trainings, seminars, and exposure trips in the country and abroad on GMP, HACCP, ISO 22000, food safety assessment/audit and other areas of food safety including those for specialized fields in food processing and food service.

2. Training, Consultancy and Advocacy Program on Food Safety

DOST XI shall develop and implement training, consultancy and advocacy program(seminars, consultations, trainers training, and customized staff training) for food processing and food service enterprises including DOST project beneficiaries, students(as elective or seminar course), LGUs and the general public inside and outside the region to develop food safety awareness and vigilance. This program shall include assistance to industries in terms of food safety system development and management.

3. Data Banking and Dissemination

DOST XI in collaboration with RECORD Foundation shall develop a web-based repository of information on food safety to include training materials, references, regulations, etc., that is easily accessible to industries and other clients. DOST XI and RECORD shall continuously acquire information to enhance content of the database and actively disseminate such information to clients.

4. Accreditation Program

DOST XI in collaboration with RECORD Foundation will implement an accreditation program whereby the Food Safety Team will be certified by local(Philippine Regulation Commission) as well as internationally recognized certifying bodies to conduct food safety trainings and audits.

5. Facilities Development

DOST XI will generate funds and other types of assistance from local and international agencies for the acquisition of technological gadgets, audio-visuals materials, vehicle and other equipment that can be effectively used in food safety trainings and audits.

6. Linkage/Networking

DOST XI in collaboration with RECORD Foundation will develop a network of food safety champions in and out the region who could be individuals, groups, or other food safety teams through continuous training and advocacy. Linkage with other NGAs, NGOs, LGUs and other agencies here and abroad shall be developed and strengthened for resource generation and manpower development.
